Pullet or Cockerel??

Hi, everyone. I’m new to chicken raising, and I got my first chicks 9/9. I bought what were sold as 2 black sex-link pullets, born around 9/5. They looked exactly alike except for their toes when I bought them. However, one is quickly developing a comb and prominent tail sooner than the other. “She’s” also the leader, more dominant one. I can’t keep roosters in my city, and I’ll be very upset if I must get rid of one or both. Someone please help me determine what I have...and if I do have a male, would they already be bonded? I mean, would it be best to find a home for both if I must, rather than a new companion for my pullet?

Still a bit early but cockerals sometimes feather in later than pullets

Pullets. I believe cockerels would sport head spots.
