Pullet or cockrel?

I have 2 silver sebrights that are 21 weeks old. One has a bigger comb and wattles than the other, but I'm having a hard time telling if it's actually a rooster or not. I know for a fact that the other is a pullet because she has laid 2 eggs now. Can anyone tell me for sure if it's a cockrel or not? First pic is Nugget. Nugget has feathered legs, but is 100% sebright. Second pic is Tiny, she is definitely a pullet.

No obvious cockerels
Another reason I believe nugget may be a cockerel is because nugget and my rooster got into a chest bump/hopping match the other day and nugget almost had my rooster on his back. It was very rooster-ish behavior. Nugget has also been seen grabbing one of my girls by her neck feathers.
 
The second image looks like my Silver Sebright pullet when she was younger. The first I am on the fence on, though leaning pullet too. Have you heard any crowing? The mixing of other breeds (as seen by the feathered legs) is common, but can help identify them easier as it can make the hen feathering different. If the comb stays low and doesn't start to extend further up Nugget's head AND you don't hear crowing, I think both ladies.

Neither behavior is male specific, it could be pecking order stuff. I've never seen my roosters chest bumb nut I have seen pullets doing it.

I haven't heard any crowing, but then again, my sebrights aren't really noisy like alot of people say theirs are. I did hear something one morning that sounded like a crow attempt, but haven't heard it since. The main thing though is the fact that nugget has a bigger comb and wattles than tiny does. That, and looking at the tail area, nugget's curve down like I've seen on other sebright roosters while tiny's are straight.
 
My Sebright roosters are LOUD. My pullet likes to yell at the other pullets if they come close to her and sometimes just likes to sing me the song of her people- braaaaa braa braAAAAaaa~
If you heard one tiny crow, I think its only a matter of time that you find out if my suspicion of Nugget being a rooster is correct.
Sebrights are so hard to sex until then!
