Pullet or late bloomer roo?

I have this little chick 11 weeks old, Ive always thought it was a she, but now im starting to question he or she has almost no comb and no wattles at all, but the tail feathers look rooish to me.
I have other 11 week old males and their comb and wattles are red and big.
Also what breed do you guys think it is, its kind of weird the feathering its weird like very long feathers through out the body and not as fluffy as a RIR.
