Pullet or no

I bought these chicks, supposedly pullets, at the same time, apparently the same age, of only a few days old. They are now 18 weeks. Until two weeks ago, I couldn't readily tell them apart, and banded one. Now, though I don't see roosterish feathering, one has sprouted a substantial comb and wattles.(First image) Is it a cockerel? The second image is the other, and presumably a pullet.

As for behaviors, it doesn't crow, is pretty low on the pecking order, maybe bottom, doesn't challenge my rooster. But it will chase off the cats, even go out of it's way to chase off a cat.

They are inseparable, and stick with my ducks most of the time. I named them after my mom and her sister, so I'm glad I wasn't getting a late surprise. (Dean, wearing the ankle band, is hand tamed, and the one sporting the big red comb is Rita.)
