Pullet or roo?

Im not allowed to have roosters in my neighborhood and I am pretty sure this is one but i just want some second opinions. Any thoughts?

Well I had a long post in the beginning but for some reason it didn't post. Basically I think this is a rooster and im not allowed to have them. I just want to be sure that its a rooster before i relocate him.
