pullets or roos please help... no eggs but no crow

Are there just the two of them? Do you see stringy/skinny feathers coming off the saddle area? Because I think I do. If so, you have cockerels. They look male to me in those pics.

I'm saying pullets... but the images are very small... if they are pullets they are VERY close to laying age from the color of their combs.
