Comb is too long more like brown leghorn.. but the ear lobes don't look strictly white like they might if it was leghorn. OkI don't think that's a Welsummer, looks more like an Olive Egger or something like that.
Most purebred birds come from a varied background and origin that usually includes crossing of many breeds for traits you want, sometimes throw back genetics pop up.. I'm not familiar with Welsummer background.

While I expect terracotta colored eggs from Welsummer.. that's entirely not true for the bantam version and there nothing specific in their standard of perfection like there is for Marans (that I'm aware of) and each bird can vary.
Without talking body type, etc.. everything is just far off enough.. could simply be hatchery/pet quality.. if purebred.. not for showing or breeding.
