Quail chick pecking it’s own butt?? Help!

I have a 4 day old chick that keeps trying to groom and peck it’s own rear. I’ve checked it’s vent and there isn’t poop or anything crusted on it, but it is a little red and seems irritated compared to the other chicks (I checked a lot of feathered butts today to compare). I used a warm, wet cloth on it to try and soothe things and put a dab of blu-kote on the skin/area with a Q tip but any ideas on what’s going on with this little one?

Are the preen glands looking normal? They're located on the but and secrete oil for preening.

These are the best photos I could get of it’s tiny butt. It’s a little red behind the vent but he’s so tiny I’m not sure if I’m locating it’s preen glands or not. (One photo is in the brooder light, the other is sunlight, and his butt is still purple from the blu kote)

Her preen glands will be on her back, by her butt. She doesn't look bad in the photos, so I would keep an eye on her.
