Quail chick with limp neck?

Hatched the baby around 4 days ago, and around an hour ago it seemed perfectly fine and happy. I checked up on it and it appears the poor babies neck is limp, but it’s still breathing. I hate to see it in pain, what do i do?

i attached a picture of the baby. like stated, it’s breathing. very lethargic but it is trying to walk.

What are you feeding it?
What is your brooder like?
Do you have other chicks, and are they showing any symptoms?

It doesn't look like it's four days old, which implies to me either failure to thrive or malnutrition.
 
I agree with @Nabiki , it appears to be 1 to 2 days old. It most likely has a 'failure to thrive' issue.
Have you actually seen it eat and drink?, and what are you feeding it?
Is it the only one that hatched?
