Quail chick with underbite?

Hello.
I had a coturnix quail chick hatch with either an underbite or a short upper beak. I'm not sure.

He seems to be doing fine, he's eating and drinking without difficulty. And despite looking a little funny and being on the smaller side he's doing well.

Will he grow out of it or should I expect complications? Anything I can do?

I'll take a picture if needed. He's hard to catch.

Could it be a form of scissor beak?

It looks lined up correctly.. But, I did order these eggs online and one of the others failed to hatch because it had HORRIBLE sciccor beak. Maybe it is related in some way
