Quail fighting very strangely

I put pots and branches in my aviary. Gives them places to hide and get away from squabbling.

Have you actually seen them attacking him? Sometimes quail get a fright & fly straight up at full speed. Ours have been scalped by the top of the cage a couple times.
 
For hiding spots using stuff around the house we've used cardboard boxes, pieces of wood, large stacked rocks & big piles of orchard grass. We've also occasionally bought stuff from the pet store like wicker (guinea pig) tunnels & reptile ramps & caves. Plants have been the best because they're so busy eating & tearing them up to fight as much.

I love the sideways pot idea with the dirt inside @ketojenn. :thumbsup I wish I'd thought of that. We put small terracotta pots packed with dirt & mealworms in there that they can dig out. That helps keep them busy too.
 
The problem your having is that ratio should be 1 roo to 5-7 hens. Any less and my females, tired from the constant breeding all day get mad and turn on the roo.
I dont think they're actually that mature yet, they're all from the same hatch and they're about 6-7 weeks old

I've seen them jump and the roof of the enclosure is too high for them to reach
