What on earth is wrong with my button quail? I just got back after a month of being away and he's looking like this. No idea what could be wrong

He also has a way overgrown beak.

That beak took more than a month to get into that state. It needs to be trimmed badly, and once trimmed, put a brick or something in with him so he can rub his beak down naturally.

I would take a good look at how he's being kept as well. I'm guessing that your pet sitter didn't keep his cage/pen clean.
