quail panting ???!!

It looks like just feather loss. It could be from pecking or it could be that they're starting to get their adult feathers in. They look clean, so I doubt it's mites, but it wouldn't hurt to check anyways. They're easier to see at night, from what I've heard.

i think of that too i think i will use mites powder..they are now 3 weeks and 4 weeks should i now give them a sand bedding?
 
not bathing i mean i house them in a coop and i use sand as a bedding on all adult coop
 
look at them when they eat and drink, and also in places they lie down a lot, or areas they walk thru a lot. Look for things that rub that area on the head, like the edge of a bowl or bottle that rubs when they eat or drink, a door that’s too short and they rub their head on it as they go thru. If both have it in the same place, I might guess it is an environmental object repeatedly rubbing the same area.
