Quail pen flooring?

Hi everyone my quail pen is open to the natural earth but now a year has past the the dirt is very bad quality and is starting to effect their feet. After some heavy tropical rain and the fact that the soil is very clay like, it stayed damp for quite a long time, which led to them getting some sores. Ive got coarse sand layed down now to make a barrier between the yucky soild and their feet but was wondering if there something better? And also a safe way to neutralise the ammonia from their dropping and bactera if theres any.

The pen is not transportable. it only rains heavily very rarely. they also have access to a raised section of concrete pavers.
 
Try Sweet PDZ! Awesome absorber and neutralizes ammonia. It’s also organic and great for compost. 😉
