Quail walking on elbows?

My only just 4 weeks old rooster is walking strangely crouched down, on his elbows or knees. It looks like he can move around alright but doesn't move as much as the others. Will this affect him at all? He seems to be lying down a lot, but doesn't seem lethargic. He can walk normally for a couple steps and then lie down on his elbows. Will I be able to do anything to fix how he walks, or is too late since he's not a chick anymore?
I haven't noticed him doing it before, all the chicks moved around normally. One chick I thought had feet that curled to the side but out of the incubator once it warmed up it was fine, it could be the same quail.
 
I had a chicken who limped for a few days, then began walking around on her knees like that. She remained that way for the rest of her life, ( we put her down because she wasn't doing well at all after a year). Never knew what had happened, but she developed calluses on her knees as she walked on them. Sometimes she would tiptoe on her feet, but they were curled up and weakened. The splints I tried only made it worse. She would lay around a lot too, didn't like to move. Sorry that I don't have any other help. I don't know much about quail
 
The only thing I can think of is a bump to the head that's done a bit of nerve damage. It might be temporary, or permanent - you'll have to wait and see. If he's getting around ok, eating and drinking and looking after himself, and you are ok with (maybe) having a special needs quail then there's no reason why he won't live a long and happy life. It doesn't sound like he's sick so it's sort of one of those 'wait and see' situations.

I have a female who had a rat bite her through the half inch hardware cloth and she has moments where she falls on her side and struggles to get up. I didn't think she would get better (she was quite bad initially) but she still gets around and seems to be ok.

It might be a long shot but just examine him very closely. Any lice or mites? I have seen chickens behave that way when infested. I would add electrolytes and vitamins to his diet and increase protein.
