Quail with bubbles in eye? Help!

Since yesterday my quail has developed what I can only describe as bubbles in the corner of one of her eyes. Other than this she is very lively like herself, however maybe a little more aggressive than usual. We have been using a fan to keep them cool since yesterday so I wondered if maybe it was just a reaction to the fan? But it has not gone away. Any ideas? Should I call the vet?

I noticed that when the wind here is very cold and strong some of my hens have the same symptom, nothing else. As the wind stops (or they stay in a wind free area for a bit) the bubbles go away.
Try closing the fan for today and see how it goes.
To cool them since the fan is closed you can try some iced water in a bottle wrapped in a cloth and put the bottle in the cage, so they can go near when it's hot. You can also try wetting a non painted terracotta pot (it adsorbs water and stays quite fresh). I used these methods for my hamster, who suffered the heat a lot. My quails are fine for now, but I'll try these methods when it gets hotter.

Bubbly eyes, like "frothy" bubbles at the edges can be a sign of a respiratory infection (mycoplasma). Are any of the other birds getting similar reactions? Have you noticed facial swelling or sneezes/labored breathing? (It doesn't sound like you have but keep an eye on the rest of the flock, but you will want to isolate the bubbly one right now.) If you have a vet available, you sho take her in to get checked. While they could just have irritated eyes, respitatory diseases spread quickly and it is better to be safe than sorry with how contagious they are.
