Query Prolapsed Vent

We have an allotment the lady opposite has 4 hens. She spend a small fortune on fancy houses and runs but doesn't actually look after the girls properly. One is almost totally bald and raw, one is patchy, a thirs one has a badly healed leg injury so doesn't walk well and they don't seem to be fed properly.
My husband and I regularly clean out and refill their food and water as we can't stand to see them suffering.

Anyhow. This morning I noticed one of the birds has an injury which I am pretty sure is a prolapsed vent. Photo attached sorry if it's a bit grim. In this heat she is attracting flies and all sorts.

Firstly if we can get the lady to hand the birds over can we save this poor girl? I've had one minor prolapse before and we popped it back in and kept her in dark isolation for a week or so which seemed to work. Might that work with this one?

The RSPCA have been before but believed the utter crock the woman told them so no point in going back there. Useless doesn't come close.

The prolapse needs some care. I would apply an ointment or some honey while the red prolapse tissue is outside to keep it from drying out. Try pushing it back inside and holding it for a few minutes. It may keep coming back out for a few days. She should be inside away from flies until it stays inside. She will be cannibalized and hurt if she remains with the others. Flystrike probably would be possible as well. Some people should just not own chickens if they cannot care for them. Would she give the chickens to you?
 
Thank you. You have confirmed my thoughts, I didn't want to jump in and be totally wrong.

I am hoping do. The local council are trying to get her to hand them over to me or the RSPCA. No some people shouldn't keep chickens or any animals. We have tried to help her and have done all sorts to sort the birds out but it is difficult when they aren't yours.
