the important thing so your beef gets tender not tough is:

DO NOT LET IT BOIL HARD!

ONLY simmer it (bubbles breaking the surface but not having the surface roiling strongly - a tiny person in a tiny heatproof rowboat should be in absolutely no danger).

It will tak 1-3 hrs of simmering (depending on how meat is cut up, and what part of the cow you're using) to become tender - check pperiodically, at which time you can also adjust heat as needed to keep that simmer going.
