Question about my bantams

So my flock has 4 bantams. 2 of them are the only ones that have had pasty butt. My question is: Is it normal for them to take longer to grow any? They are still about the same size as the day we got them. The 4 standard sized chicks we got at the same time have grown at a "normal" rate and already have most of their feathers, while the bantams all still just have their chick fuzz. They are all approaching ~3-3.5 weeks since we got them (TSC so not 100% on how old they were when we got them).

Male Cochin chicks will often feather out very slow, and will remain naked for a while. So that could be why at least 2 are slower.
