I make a mental note but carry on as usual. Something is obviously wrong.

Well mental disorders (Sybil?) aside, I see responses in threads now and then that make me suspect it is the same person responding under two or more screen names. Same person carrying on a conversation with themselves, for or against a position. Doesn't matter, but helps to know if it's allowed and possible. If so, and is going on, it would explain a lot.

Everyone is free to talk to themselves if they need to.

Lots of people have multiple accounts for various reasons. As far as know, it's not against the rules as long as the person is adhering the the BYC rules.
