Quail don't like to be wet, so you'll want to have a roof on and not build in a swampy area.
1/2 inch hardware cloth is especially important for the bottom couple of feet, since the birds sleep on the ground and you want to prevent a predator from being able to grab them. Chicken wire might be okay for upper areas of the pen, but where I am I'd worry about a raccoon climbing up and tearing through it to access the pen, so a way to prevent that cheaper than hardware cloth would be 2-inch by 4-inch welded wire fencing. I use that on my chicken pens and also use it for a 2-foot skirt covered by logs to prevent diggers (no need to bury it since diggers don't like to dig sideways).
