my one baby chicken is keep not plucking at the ground of the brooder but is like in a zig zag motion scratching as if he is itching is this normal?

Your cryptic description is really not enough information for even a wild guess. Can you please elaborate a bit more on exactly what this chick is doing?

How often does it do whatever it's doing? When does it do it? Does it eat and drink normally? Does it poop like the others? Is it the same size as the others? Is it as active as the others or does it have trouble standing and walking? How old is the chick? How large is the space where you have it? How many other chicks? Is it scratching itself or the ground? Is its neck crooked? How is it different from the others? What is the heat source or no heat at all? What is the temperature under the heat source and the rest of the space, which should be cooler than underneath the heat?
