I would just use Hardware Cloth on all 4 sides and any portion of the top where you do not have a metal roof. Raccoons can dig although I have never seen them do it However due to their size it probably takes them a long time to dig in. I have only seen Raccoons dig when caught in a trap and they dig until they realize the fenced in at the bottom too. If you like an electric fence they are great from what I am told but I see it as another appliance that will break and need maintenance. moving the fence is too time consuming for an everything thing for me. Sure some days I have all the time in the world, other days I am busy. Some days have pouring rain and I do not want to be out there any longer than it takes to move a tractor. Not every solution fits everyone. My solution of suggesting Hardware Cloth doesn't fit everyone either. It can get very expensive very quick.
