raising a short faced pigeon from hatch?

ok anyone know how long I should wait before being concerned about hatching? technically 19 day is up this evening but it pipped and astarted hatching around 4 yesterday which puts us at 19 hrs now. I know baby is still moving so far, but I don't want to keep opening the bator to check so how many hrs should I give it before we require possible assistance. one of the pips is clearly giving air flow so I know it wont suffocate at least.
 
@Hokum Coco thanks I did chip anout a centimeter of the outer shell of to make it less difficult and the baby now has about 1/3 of the dimeter done. its still wiggling and readjusting as is chips away so I think ill simply supervise for the next hr or two, I bet hell probably kick his way out around 5-6 at latest he seems to have officially started chipping away rather than his first 3 test pips early on yesterday.
