The reason why we have an uber-expensive duck hunting dog e-collar that's guarnateed waterproof - because I want to maintain control over my swimming dog if she fails to respond to my voice.

If my dog behaved like that she'd never be allowed to leave the house. SOMEBODY didn't bother to train their dog! Even so, they should at least maintain brute control over it or keep it home. Period.
Owners like that give all dog owners a bad rap, and get all dogs banned from parks.
