Try to appeal with your landlord if they allow birds like parrots and cockatiels. Ducks don't bite, don't chew, don't spray, don't shed, and their poop is easier to clean up than most traditional pet birds. If you have males they're even quieter than other pet birds. Having been a landlord and a tenant I'd defenitly allow ducks over parrots or rabbits or ferrets or cats. All 4 are much more destructive.
If you've got no luck on craigslist, or ebay classifieds or BYC, print up a couple flyers and stick them on some bulletin boards at some feed stores and you should get the right kind of people knocking on your door.
