The constitution doesn't explicitly allow this, however a 1941 Supreme Court ruling (see below) declared Congress indeed had the power to regulate child labor.
It is interesting how the courts get to decide something is in the constitution when it really isn't! And by interesting I mean grotesque and 1984-ish.
