Ready or not ready to move out??

I have myself 2 BR chicks and want to know if they're ready for the outside world full time. They're 3 weeks old now and im wanting to see if you all think they're ready for their coop yet. Its been about 85 degrees in the day and about 45 degrees at night.They'd have a large enclosed area and a large outside area (see attatched pic). There is no heat lamp out there but one can easily be ran if that's the issue. They just seem really restless in their baby area that they're in now and never wanna come in when i take them out for a bit of sun.

Again 3 weeks outside in the shade but 50 F in the evening and come back inside at night ...
 
I personally moved my first flock out of the brooder at 3 weeks, but only because it was getting too small for them, and they couldn't stay in there much longer. (I once went in to check on them and nearly had a heart attack when I discovered one of them perched on the 2 foot tall brooder wall!) Most people recommend you move them out at 4-6 weeks, but I have heard many people say that just a bit younger is fine if you provide them with heat at night. I didn't do that when mine moved at a little over 3 weeks old, and they were fine, as it was about the same as where you are.
 
I'm a newbie myself. I got my chicks from a local certified (NPIP) hatchery. The owner told me that her chicks' feet don't touch the ground until they are 6 weeks old. Her reason for that was worms. She told me that earthworms and grubs carried a parasite that can kill young chicks. I'm in NC. I don't know if you might have the same problem.
 
Thanks, all helpful information! I guess I'll leave them inside for a bit, they haven't outgrown their inside enclosure so it won't hurt anything to leave em in there a couple more weeks, just to be safe :D
