Yes, but it is essentially a genetic defect as AtlantisPeeps asked. Just like dwarfism, it can be selected for in breeding and now it is a unique breedable characteristic. I agree with Michael OShay however, it looks awful (and uncomfortable).It is a genuine breed from Vietnam known as a Dong Tao or Ga Ho chicken.
