It's the umbilical cord. What happened is that the chick didn't fully finish taking everything in and didn't close up all the way. If there are other chicks in the incubator, find a way to separate that chick so it doesn't get attacked, and otherwise leave it alone. It ought to be okay(although it'll most likely have a scab for a while) so long as everything leaves it alone.

⬇⬇This is the only thing you can do now...try it and see if the chick survives. It's neither here nor there what shoulda or coulda been done.
The only thing I can suggest is to apply some plain neosporin or bacitracin to the open navel, then place the chick in a paper towel lined cup/mug. Keep her warm.

If you have some Poultry Nutri-Drench I would give her 1-2 drops twice a day.
Hopefully she will make it.
 
He is doing fine untill now the material that is outside is lil bit inside now ..lets hope for the best thanks everyone for help .u guys are best

Happy to hear he is doing better. Paper is slick and can lead to splayed legs in birds, you may want to switch that out for something like a towel. To prevent bacterial contamination of the yolk sac area, promote strict cleanliness in the brooder area until the navel area further heals.
