Rest in Peace -2017
I would seriously challenge the legality of an ordinance like that. There's nothing else in the world you have to get neighbor's permission for, to my knowledge at least. And how impossible to regulate, for multiple reasons cited above. I'd love to see an attorney challenge those ordinances.
