Received dead birds-shipping question

I received two Impeyan males today. Both birds were dead on arrival. No damage to the box and they arrived in good time. Who should be responsible for the cost of the birds and the shipping cost? What do you think?
 
They were both in the same box. Box was 16x16. They were 1 year old birds.

1 of the males had no feathers left on his thigh/leg all the way up under his wing. Anyone have an answer?

If the shipper used USPS Express Shipping, I believe that always comes with insurance? You should be able to file a claim on USPS.com I know you must have paid a lot of money for those birds and shipping, so I can certainly understand your issue.
 
Impeyan can not take alot of heat what was the temp. where you are and where they were shipped from. I know here it way to hot to ship birds. The USPO will not insure birds most reliable breeder will guarantee live delivery check with who you bought them from and see if they are willing to help you.

The birds were shipped from Washington to NW Wisconsin. I don't know what the temps were along the shipping route. Right now I have snow falling.

As of yesterday he was willing to refund the price of the birds, but not shipping. I'm just trying to find out if this is the normal practice for most people who ship live birds. I had asked if he had any replacement birds yesterday, but so far he has not contacted me.
 
I would think that would be normal practice, for him to offer a refund but not shipping expenses.
 
Actually Most Live Shipments Are At The Buyer's Risk. Most Places Do Not Guarentee Live Delivery. If The Breeder Is Willing To Refund The Purchase Price I'd Say Take It And Be Very Thankful. As Far As Shipping Price He Never Had That Money... It Went Directly To Usps. Even If Insured They Can And Often Do Refuse The Claim Because They Wont Insure Eggs Or Birds (some Folks Get Lucky On This.... Some Don't.)
