I think that you are doing the right thing letting her out on the opposite side of the fence where they can see each other. It also can help to have her in a wire dog crate with food/water within the flock. After awhile you could try some supervised free ranging. One of my hens took about 6 months to be accepted while she had to spend her days on the other side of the poultry netting. But eventually, they left her alone.
