Red featherless belly

My barred rock seems to have lost feathers in the butt area and it looks red, not molting, no sign of bugs. At one time or another they all get sticky butts with dried poo on them and then they loose feathers there. Any one have ideas?
 
Not sure if this will help, when my hens get poop on their butts, I use warm water, a cloth, and clean them. They aren't too upset when I do this and it seems to help with the feather issue. It will take some time to clean the most of it off, and knowing that it isn't bothering them. I only have 2 that have this problem and they're the ones I tend to the most. I hope this may help.
 
I am more concerned about the red color of the skin. I thought it should be pink. She doesn't seem to be too bothered.
