I would say check with the wildlife people in your state regarding raptors and livestock. In some states, I'm not sure which ones, you have the right to protect your livestock from predators, any predator. Don't know if NC is included, but I was told by a raptor rehabilitator that yes, if a raptor is killing, or trying to kill, my livestock, I have the right to protect my property.
