When the big one is sitting on the floor, the small one tries to step on him. Then the big one peeps like, "Aaaahhh what is this?!". I don't know whether I should interfere or not.

the little one is cold and trying to stay as close to the bigger one as possible to stay warm.

I've put some hot water in a bottle, wrapped it with a towel and gave it to them.

If you can get a heat lamp for the little one, that would be great.

I once rescued a little duckling and the person I gave him to bought another little duckling for him that was much smaller than he was. They ended up being best friends immediately.
