RIR Cockerel or Puller?

So the bird in question is a 22 week old RIR that was plucked from the cockerel bin in spring. However, (s)he never showed any signs of becoming very roo like, as my little Cochin cock did, he showed is male features real quickly. So I thought that maybe he was a late developer, but then today I found my RIR sitting on 3 eggs, one of which was extremely warm and fresh, although I didn't actually see him/her lay anything. Any opinions as to what the gender of my mystery bird might be?

Most people normally end up with roo's when they are told they are pullets so isn't it just typical that when you want a roo you end up with a pullet!
