Yes, that looks like a rooster to me.

I am no expert, but I would say it's a Roo. My leghorns are about 16 weeks old and don't have much of a comb.

Boo! Was hoping you all said it was to soon to tell...we are in a no rooster area.
So my 1st broody has 4 eggs 1 got
Broken -1 didn't hatch-1 chick died after it hatched an I end up with a rooster
