Roo or Hen-16 week old Buff.

I have 4 buffs. I know 2 are for sure hens 1 is for sure a rooster, but this one has me stumped. The comb makes me think rooster but the feathers look nothing like my rooster so part of me thinks hen.

It's a cockerel. He hasn't got all his adult plumage yet, but it's coming in.
