Roo or Hen-16 week old Buff.

I have 4 buffs. I know 2 are for sure hens 1 is for sure a rooster, but this one has me stumped. The comb makes me think rooster but the feathers look nothing like my rooster so part of me thinks hen.

Pullet. By that age you would have male-specific feathering which I see none of

I see the male specific feathers, he is just a bit slower to mature. I'm very confident it's a boy.

Hens can have spurs so that’s not a good indicator

Fair. But I would just like to check. Also it does appear to have developing saddle feathers.

I kind of see them but barely. Hopefully we get an update in a couple weeks when it’s more obvious.
