I'm thinking make. The shoulders have some darker gold than the rest of the body which is usually gender specific and I think I see saddle feathers coming in. Really more information would be helpful also a side view showing the tail and natural carriage of the tail.
 
At that age and from what my eyes are telling me I would say that is a cockerel. He also has a very pink comb for that age. And larger than I would think a pullet's to be.
