Roo or Not?

Ok, well evidently the person who I have been buying my chickens from is taking advantage of me being a newbie at this...So, can you tell me if this araucana/white rock bantam is a roo or not...It is about 12 weeks old at this point. I had one that looked just like this that was trying to crow and mounting the other chickens so it was easy for me to tell that she was a he....This one I am not so sure....Again, any help is appreciated.

try to notice the sickle feathers at the base of the tail, and hackle feathers along the neck. mostly, the combs and wattles will be redder at this age.don't trade anymore birds if someone is taking advantage of you! good luck
