Roo or pullet

I ordered 26 pulleys but one has a big red comb could it possible be a roo?

I have 6 4 month old feather babies, and our Maggie is a Rhode Island Red that could be a Maxwell. I have been quizzing my friend that also has chickens but I'm still not satisfied with any of her answers. I want to believe that we have a hen here... I really don't want to have to find Maggie a new home. This one has started a rather unflattering crow, but I'm being told that hens will sometimes crow if they take over dominance of the flock. I have been watching for a spur, see none. And she only has developed one green tail feather. Can someone give me their opinions? Thank you!

Definitely a cockerel, I see pointy hackle and saddle feathers.
