Depends on teh qulity of the birds/ Hatchery birds tend to mature more rapidly than those from breeeders. Any crowing rooster or laying hen is capable of creating fertile eggs.

Ok my boy crows he is pq from a hatchery and my girl lays she is bq from a hatchery but my boy. Dosent even have spur bumbs dosent a roo need spurs to fertilixe eggs?

No, spurs not required. You can crack the eggs and look for the bull's eye. This thread should help with that.
