Rooster acting odd

My rooster is around 3 to 4 years old he is acting strange recently, I'm pretty sure he has had two prior leg injuries from spurring and landing on his leg wrong. Legs never been broken or anything, but he is wobbly and seems off balance. When I give him treats his ring around his neck will flare out and he bites at the treat but doesn't really take it. Does he have a disease or arthritis? He is a moody rooster, so not sure if the ring coming up has anything with him having an attitude problem. I'm getting really concerned. He has always been a clumsey chicken. Thanks!
