Rooster Black small scabs

My roo just recovered from fowl pox back in October. Do you think it’s coming back? These scabs on his comb currently are nothing nearly as to what he had. Or do you think it’s frost bite? His feet are also kind of red & look irritated

Those look like peck marks on his comb. Red in a rooster's feet and up his legs is generally an indication of high hormone levels.

Looks like scabs as @sourland mentioned. Frostbite would be ok the extremities of the comb.
