Rooster Boots?

I trimmed his spurs, but his nasty nails are still horrible!

Some litter in the pen to give him something to scratch in order to wear his nails down may help but I strongly suspect feather mites.

When a rooster treads a hen he grips the back of her head with his bill. There should be a small naked place on the back of each hens' head, just behind her comb if her bare back is the result of the rooster's attentions.
 
I checked my hens and there is no sign of any kind of parasite.

He tends to rake their backs with his foot, which causes a lot of damage. He has been put in "rooster prison," a spare pen adjacent to the main pen. He will probably be soup soon since he can't behave.

Feather mites are invisible to the naked eye.
Brittle feathers that are easily broken can be caused by several things.
Broken feather won't grow back in until the bird molts.
