In my book Nero is a sweety even if he doesn't perform all the rooster duties, I much rather have a "lovable" rooster than an aggressive one. I strongly advise you to get more pullets for him. I'm exactly in the same situation you are, my Caesar has three pullets and eventhough he doesn't mount them too often, he is rough so I'm getting 3 more pullets for her and in the mean time I'm waiting for the delivery of her saddles for his girls.
 
Hail Caesar! LOL. What breed is he? And how old? I'll post pictures of Nero once I have WIFI, it gets honked up trying to upload on the cellular network.

For the upcoming ladies, I'm thinking of naming them for Nero's wives. But oh man, they had some interesting names... But anything can be chickenized!! (Like my user name!!)

I hope he settles after a bit. He lets us rub under his wings, lifting them for us. That's usually a sign for other birds as being super tame. I'm assuming chickens would the same.
 
Caesar is a silver laced Plymouth Rock and is almost as old as your Nero.
So far I have been lucky with him because we both keep our space and do not interfere with each other.
I love your idea of naming Nero's hens with the emperor's wives. Let us know what you come up with.
 

This is Placido (wheaten ameraucana) he will be three years old in May. Currently he is in my main chicken yard with 17 hens and pullets and an 11 month cockerel. He is a sweetie too, he does a lot of the rooster duties so I am very happy with him. He spent his two first years of life separated from the hens in a bachelors pad because there was another rooster that came in the same batch of chicks who was an alpha and fought a lot. The other rooster had to be rehomed when he became very aggressive, Placido was moved with the hens and now he is a very very happy camper.
I have read a lot about roosters in the forum and what I have concluded is that when it comes to roosters behaviors, there is nothing written on stone, we just have to take each rooster as it comes and be aware of their behavior because it changes at any given time so be alert, observe and always have a plan B to remove the rooster if he becomes aggressive.
Placido, Caesar and Antonio are my three roosters and I am crossing my fingers all the time hoping that everything goes smooth and that they live happy healthy lives in their respective yards.

No belly Tubbs or under the wing rubs here but rub my male Cochins wattles and he goes to sleep. Must try the belly, problem is he is Large Fowl and quite the arm full at under a yr.old.
 
I had missea weekend with my chickens.Zeus my rooster has all of a sudden been scared of me,not super.Maybe tonight he just wasn't feeling tow ell.
 
Amelia Egghart, Nero is a pretty cockerel. I am amazed with the picture of your SO and him, I can't imagine Placido letting me hold him like that!

My cockerals have been fighting for at least two hours.Lock em up let em out.
