Rooster has a foot problem. Does anyone know what it is?

The rooster has gone into a molt but his foot is also irradiated, red, swollen and the feathers bleed when they are trimmed does anyone know what this might be? We have tried soaking his foot in a wash that is made to help with various foot problems but it dose not help.
 
Feathers do bleed at the base. It is also painful, if you must trim do not go near the base of the shaft. I am assuming he has feathers down over the foot, like a Brahma? A picture of the foot, particularly the underside, would be more descriptive. He most likely has "bumblefoot", this is a staph infection due to some injury under his foot. Do you see any dark scab like areas under the foot? Can he walk at all?

yes he can walk and he walks normally
 
You stated his foot is irradiated, red, swollen? But he walks normally. Something has caused swelling... When you say irradiated, you mean hot to the touch? If so, you are describing is infection.

It is not hot to the touch.
 
Pictures are very helpful in getting good advice for things like this.
If he is a feather legged breed and he is molting, then the bleeding feathers are probably from blood feathers. New feather shafts coming in are filled with blood at first while the feathers develop. When the feather is ready the blood recedes, they remove the sheath while preening and the feathers open up. When a blood feather is broken or cut it's kind of like a straw stuck in a blood vessel and it can bleed a lot. Some birds have this issue on their leg feathers, but any blood feather anywhere on their body can do this. If you have one bleeding and it won't stop then pulling that shaft out (pliers or forceps work) and applying pressure should stop the bleeding. I had a brahma roo that had this issue all the time and during molt I would lightly wrap his legs with vet-wrap to protect the feathers coming in.
As far as redness and swelling, as said, pictures would be very helpful.
