rooster has a white film over eye and is not doing wll

please help! king louie our rooster has developed a white film over one eye and is just sitting there will not move or ear. this is our first rooter and dont know what to do for him

A picture would be very helpful...chickens have 3 eyelids so that could be the issue. The two that go up and down like ours do and the extra one goes across like a windshield wiper.

JUST WENT OUT AND CHECKED ON ROOSTER AGAIN AND NOW HE HAS A BULGE ON THE RIGHT FREONT OF HIS THROAT. HE IS JUST STILL SITTING THERE TRIED TO GIVE HIM SOME WATER AND HE WOULD NOT TAKE.

The lump is most likely his crop, kinda like a storage stomach. Is it hard or soft? If it's hard, he may be blocked, so you might want to take away his feed overnight and see if the bulge goes down.
His eye, well, take some warm water on a cloth and hold it on his eye. It may be stuck.
